I don't know how I feel about all that. Either he was given bad info and believed it, or knew it was bad info and went with it, but I tend to think either way he was acting at the request of Bush (read Cheney) to lay the footing for war. I think some could argue he was being a loyal soldier to the Commander in Chief

I don't think Colin Powell (at that time) was the kind of guy that would call up China and tell them to ignore the president.

Clearly Powell soured on being used by Bush/Cheney and then he went all in on Obama. Lost alot of conservative supporters who helped bolster his career up to that point.
