My guess would be to guard or defend the redd. They are pretty darned aggressive towards anything that gets too close.

I caught it in Utah and it is illegal to keep kokanee between Sept 1-Nov 30 so it was released.

Eventually yes, but this was early in the spawn. I expect the fish in the photo lived another 3-4 weeks before running up the creek and finishing out the spawn cycle.
