This is another of John Grisham's legal thrillers. A well known and well respected judge just happens to be a psychopath. He keeps, in his mind and ultimately elsewhere, a long list of people who have offended him or hurt him in some way. And, he has pretty much perfected his method of removing them from the living. But, a relative of one of his victims has spent years working to put slight clues and stories together to try to bring justice his way. That relative notifies state authorities who are obligated by law to investigate as the police have given up on the cold cases and it is hoped that enough information can be gathered to have law enforcement reactivate their investigations. Danger abounds and psychopathy is on display.
It's a good book and one that makes you hope it turns out better than it might.
