1. They were authorized for a no-knock, HOWEVER once Intel showed Glover (the violent offender that was the reason for the no-knock) wasn't going to be at the address, they knocked and announced several times (per the interview approximately 1 minute)

I think the main take away is Mr Mattingly didn't want Ms. Taylor to die. In fact, per his statement, he was shot first (severing his femoral artery) before even firing his duty weapon. They knocked and announced presuming she would just answer the door, getting it over and done with.
