From tactics (ie don't run...or waddle...up to a pursuit suspect solo), to training (obviously zero physical conditioning, and non-existent trigger discipline), to medical (if someone has a pulse and breathing, cpr?).
What a complete train wreck. Shameful honestly. This individual is at the "should not be" end of the bell curve. Glad she was charged.

Unfortunately many, many LEO are undertrained, obese, and out of shape. 1) It is difficult to attract and keep quality personnel with a poor budget, and 2) there is a shortageof applicants in many areas. Many, if not most depts I have oberved lack a reasonable budget to equip officers and maintain a thourough, quality training regimen. A lot of the good ones take it upon themselves to train and maintain fitness... on their own time and at their own expense, especially smaller rural depts. It is plain to see this particular officer was whoafully unfit physically, phsycologically, and proficiency wise. Should have never been hired, but then again EEOC scares the heck out of most supervisors and hiring managers... rightfully so.
