In the example you gave, it was 2 gas vehicles. Do you think they will eliminate the taxes you pay for gas at the pumps, if they go to monitoring the gas vehicles. FWIW, Louisiana passed, waiting for gov. to sign, a bill charging hybrid owners $60/yr and all electric owners $110/year for road use taxes.

Buncha lightweights in Louisiana. California is taxing AIR. That's right. CA doesn't make any tax revenue off the oil which would have been used to generate electricity, so they the charge the equivalent fee/kWh as if the electricity produced by windmills had come from a fuel fired turbine.
Remember, don't recharge your Tesla in CA because the grid is overwhelmed.

Nothing is easier to meter than electricity. The car knows how many a/@v it took and the meter that fed the car knows how many Kw/h it sent.
