Being a city and attempting to fight Genghis Kahn There is a science fiction novel about that. Some modern man somehow got sent back in time, and he taught a city various ways to defend against Khan, showing them, for example, how to make gun powder and cannons.

17th Amendment.
The Founding Fathers set it up so that the people directly elected the members of the house while the state legislatures appointed people to the senate. This was because congress was envisioned as having one part directly representing the people (the House of Representatives) while the other part represented the states (the senate). The number of seats in the house was based on population while the senate seats were intended to put the states on equal footing with 2 each. Because the state legislatures appointed the senate no state could bring undue influence on another state in the selection of senators.
This all changed when they put the 17th amendment in place which led to the direct election of the senators. So rather than representing the states on equal footing they are now subject to election and this has allowed $$$ from states like CA, NY, NJ, IL etc... to flow into states like TX, CO, MT, TN, FL etc... to influence the election of senators. The original process was an effective check and balance and when they did away with it, the process went to hell.
By the way it was the progressives under Woodrow Wilson that pushed through the 17th amendment. It should be repealed! The left would love to both eliminate the electoral college and change the number of senators to match the population. That would put the government totally under the control of a half dozen large cities
