Do ou mean - registered and licensed? I have never had to show a title to Canadian Customs.

Visiting: less than 3 months If you are visiting Ontario for less than 3 months and want to drive while you’re here, you can use a valid driver’s licence from your own province, state or country. You will also need to: be at least 16 years old have proper insurance coverage for the vehicle you will drive carry an original (or exact) copy of the vehicle ownership permit obey traffic laws, drive safely and avoid collisions when you drive https://www.ontario.ca/page/drive-ontario-visitors

PS. Thanks Steve, but the ones that enforce the rules, pretty much make the rules. Like most peace officers, they have a bunch of laws that they can enforce. Perhaps you got delayed because the supervisor wanted his people to check ownerships. We'll never know. I don't think you were seen as a threat or someone suspicious.

I am curious as to what a "vehicle ownership permit" is. Surely they must be referring to vehicle registration rather than an actual title.
I have never hears of this before but my Canadian ventures are BC, Alberta, Saskatchewan, Manitoba and Yukon I haven't been to Ontario for decades and have no intention of going that far east in either Canada or US.

In Ontario, when we are asked for our ownership, it is a paper, issued by the Ministry of Transportation, a provincial government department.
When you buy a car, you take the bill of sale to the licensing office and they issue an ownership card.

Ok, it sounds like what we refer to as registration. Our registration shows the owner, owners address and current licensing of the auto with the state. Our title is a separate item for ownership of the vehicle and is used to transfer ownership of the vehicle is sold or traded, it is not something that is required to be kept in the auto or be shown.

In my many crossings into all of the bordering provinces west of Quebec over the last 40+ years I have never been asked for car ins proof or proof of ownership. It seems they stop asking questions about anything else when I tell them I have one or more firearms. Yes, now we have to do paperwork over the firearms but in almost every case the questions about anything else stop.
Before needing the license it seemed I could cross into Canada faster when I had a firearm, yes they would ask me why it has always been for hunting or bear protection on the pacific coast. It seemed they always were more interested in why I had to gun as a point of interest, like where I was going either by sea kayak or where I was I was hunting but once we got that out of the way I was welcomed in. At times 40+ years I have to admit there were times that I may have looked a little a sketchy, spend all summer in a kayak and you tell me how you look, but have only had a vehicle inspection once.
