Since 1975 Congress has recessed during the month of August. In fact it is law that they must recess. Typically congress goes home to begin campaigning for re-election.
Speculation is that Congressman cannot be arrested while in session.

Hummm... More likely, to keep GOP in DC and off the campaign trail. They don't want them back in their own Districts nor do they want the stronger ones helping challengers in Dem districts. Also don't want them out fundraising.
