I have the correct bases and 1" rings, but would like a set of 26mm rings to install a B. Nickel Supra 4x on a 1600 series HVA with a mannlicher-style stock in 30-06 for aesthetics and casual hunting/shooting.

I went through similar recently putting a 26mm S&B on a HVA 1640
If you search "26mm scope rings" on eBay, I believe the Redfield rings will fit the Leupold base (dovetail front, windage adjustable rear)
EGW makes 30mm to 26mm ring inserts, but proper rings look much better.
The Nickel scopes are good quality. Most German optics of the era seem to have similar origins and quality.

I have Redfield and Weaver 26mm rings, but want to use the Detacho Mount bases and rings.

It is quite easy to take regular 1" rings and open then up with a dowel and emery paper. Even easier to do with Burris Signature rings with nylon inserts. That's nice Larry, but I already have Redfield and Weaver 26mm rings, so I don't need to make a set of them. I really, most sincerely, wish that you would go away and never again darken this site under any user name.
