If a solvent company ever owned the wells It goes back to them to pay for plug and abandonment. It sucks for a successful company. They sell an asset in good faith another company buys it. They milk anything that they can get don't spend anything on maintenance then take bankruptcy and the company that sold it gets stuck with the bill.

The costs will find their way back to the deep pockets. Supposedly some of this 560 million$ will be siphoned off to promote more green energy wind generation.

I’m pretty sure that if the wells were being capped by private companies without .gov involvement the whole operation would cost 5% to 10% of the .gov project.
