According to the article he assisted the prosecution in numerous bribery cases. More like looking the other way in my opinion.

Looks like the guy was caught in Venezuela enroute to Russia via Mexico, and Cuba. Drawback is we have lousy relations with Venezuela, and any return will probably consist of relief we can't afford to make for his return. Will remain to be seen, I guess. LinkPhii
