Twitter likely has far more employees than it needs.
Revenue-wise they bring in just under $4BB per year and prior to Musk they had about 8,000 employees. Craigslist brings in about $1BB per year with only 50 employees. Twitter has more technical complexity but they also have/had people with titles like Diversity Officer and Community Standards Manager.

I wouldn't bet against Elon. Obviously he's invested a lot of $$ but i can assure you he's looked at the #s and sees a strong play. May take time but doesn't look like he's wasting any in getting right down to it. I'd look for Twitter to be moved out of California in the near future to a more tax friendly state with a better workforce than California can offer. Once lean, mean, and profitably humming along Elon will sell it for a tidy profit.
