Is there any difference between the two or does the 4831SC just meter better since it's "short cut"?

no different same data shortcut is correct. just made where you can get a little more in the case for some applications

No difference unless you are trying to fill a case with as much as possible.
When using the 06 in particular, you can't get enough H4831 to exceed SAAMI Specs.. Short Cut version allows a few extra grains.
May apply to other cartridges also.. but the 06 is the only case I use it in, to get the most out of the case with the heavier bullets... over 180 grain bullets.

SC meters better. Having never had to stuff a case with powder I use both H 4831's for 270, 264 win mag and 257 Roberts (120 gr bullets). Great powder

While there is no SC designation for 4350, isn't the Hodgden version actually a short cut powder where the IMR is not? Seems to me I heard that somewhere. PJ

A few years ago I was working up a 150 grain Ballistic tip load for one of my 270s and I wanted to compare H4831 and H4831 SC. Identical charges gave average velocities within 5-6 fps of each other but H4831 gave groups of an inch or less at 100 yards and the 4831 SC loads were all over 1 1/4” or so IIRC.
