I believe that is a Rifles Inc build. Not sure if they are the same as Hill Country.

It is a nice rifle and Lex builds a great gun. I like the looks of the 416 listed on gunbroker in the OP and am going to follow it to see how high of price it goes at. At 2k it would be a steal..
The brake is removable and there is a photo of such in the listing.

He builds a fine rifle. It reminds me a lot of my "custom" 416 Rem M70.
