That's what's so distressing. Nobody can acknowledge that no programs, affirmative action, sympathy or concern can overcome the limitations of low IQ. As a race they average around 85, too low to ever learn anything useful. Fundamentally it isn't lack of opportunity or systemic racism at all. But so far building on the sad reality toward a decent provision with dignity and purpose has been unacceptable to consider. Putting them on welfare may be the cheapest place to park them but it's inhumane and short sighted. Preaching victimhood and reparations, exploiting them for political gain is even more cynical. 85 is the average IQ of American blacks. The pure variety found in the tropics of Africa average 70. Remember, the US average is derived by averaging in those also with a significant admixture (even a majority) of White, European, genetics (yet are still classified as black), who tend to average closer to 100.
