Many export terminals can be easily turned around to be an import terminal. And much cheaper than a FRSU import facility. Kenai LNG was planning a cold start project in the recent past to prepare for limited LNG imports, but demand back then conflicted with costs. Now there is demand. Now it looks like the game may be afoot.
