Sauer 100 would be a great contender. The one's ive owned have been super accurate with pretty much everything. Tikka a close second.

The Remington “Sendero” series (blue or stainless) are pretty good factory rifles

If you keep it at $1500 even Tikks. CTR is out. Gotta leave some room for scope. My most accurate factory over the years was a Savage varmint in 22-250

The one and only Tikka I own is the most inaccurate Rifle I have ever owned, a 3to4 MOA rifle at best.
It shoots great now that I changed to a Bartlein barrel had the action trued and bedded.
As for straight factory the most accurate I have ever owned is a Winchester Heavy Varmint push feed in 220Swift, a true one hole rifle but wont meet the 10# rule
Under 10# a Sako AII 22-250 and a Remington 40-X in 222

I didn't say 1500$ for rifle and scope. Sorry if there was confusion. Idc if it has a Nightforce on top, an Athlon or a Kahles. 1500$ for the rifle. All I care about is rifle and scope not exceeding 10.5#. Something you would likely see in the hunting fields.

Also. 400yards may not be far. But we aren't talking about shooting groups or banging a gong. We are talking about shooting one maybe two shots and who is closest to the bull wins.

I've had exceptional accuracy (1/4-3/8" groups) with factory Steyr, Tikka and Weatherby Vanguards using handloads.

Steyr Model M Professional .30-06 with a Kahles 6x42 with #4 reticle that is sitting in my safe right now. If that one is above the price point I would go with the T/C Compass in 6.5 mm Creedmoor with a Leupold 3x9 on it. It is almost as accurate as the Steyr
