All:

Can anyone tell me about these scopes? Do they require 1' inch rings or something different? What is a fair price for a decent one?

RAS, The Mountaineer scope was Leupolds early internal adjustable model. Made in 4x & 6x from the early 1950's until around 1960, when it was superceded by the M7 scope. They are 1" tube & nitrogen purged, but not constantly centered reticle as with the M7.

They rarely come up for sale, but recently a NIB example was auctioned & went for over $200 dollars, IIRC. A 4x Mountaineer is the scope mounted on Jack O'Connor's favorite Model 70 .270 Winchester, rifle No.2 I believe.

I hsve the 4x Mountaineer on my granddad's rifle. It's good and clear, but as mentioned before, the reticle is not constantly centered. It is a 1" glossy tube. Pretty much everything (in the scope world) was glossy back then. Oh, and the crosshairs are pretty fine. The duplex crosshairs were a definite improvement for a hunting rifle.

The 4X Leupold Mountaineer was made from 1953-1960. I have an NIB 4X Leupold Mountaineer which was made in 1955. Its already been mentioned but the 4X Mountaineer was one of the very first Leupold scopes with turret adjustments.
