Sounds like it needs the action smoothed up. A gunsmith should be able to slick up the action for $100 or so.

Here's a link to slicking up a Marlin 94 for cowboy action shooting. The same things (shortening the hammer spring and lowering the hammer nose) will also work on a 94 Winchester to take alot of the resistance out of the cocking part of the cycle.

With the caveat that the directions for the Marlin will not help out as far as breaking down the gun. I'm not dissagreeing with Idorado but the Winny '94 is a PITA compared to the Marlin which anyone with a screwdriver can dissassemble and put back together.
