can anyone tell me what issues of the above magazines have articles on the 17 fireball and 221 rem?

You might have to look at the cover on previous issues and see if there is any mention of those particular cartridges.

I know there is an index of articles written throughout the year in the last issue of that calendar year. I'll check mine today to see what I can find.

I checked the index of Rifle, January 2016 and Handloader, February, 2017 to see if there were any articles from the previous calendar year in each magazine. I found none. I also checked Rifle's Varmint Rifles & Cartridges for the years 2011, 2013 & 2015 and found none there, either.
