Assuming that you're not joking, why would the CHP issue a Ruger #1 chambered in .357? Some sort of a presentation gun?

Most of these were a kind of commemorative run for the California Highway Patrol and had an emblem on the side of the receiver.

IIRC these were the remaining 357 No. 1s with a clean receiver.

They’re very cool, uncommon, and can become a 357 Maximum without changing collectibility.

I’ve got a No 3 that JES rebored to 357 Max and it’s a handy little gun.
