Preference for bushing size die and Lapua brass, but would consider whatever you have to get going.

I have a Lyman 2 die set LNIB with extra decapping pins for $25 TYD.

Cabela's had Lapua brass on sale for 59.??. I bought 200. It's rare to see it come on the classifieds and then at retail mostly. I'd try Cabela's on the brass.
