Looking at the picture of the box this scope was manufactured on 3-23-07 or does that date mean something else? I can't find a current offering even in the same power range to compare to but that might explain why? Just trying to get a better feel for what it is as I am looking for a low to medium power scope to start my daughter out with to put on a .260 REM.

Yes, R suffix would be 2007 date of MFG.
