It’s marked West Germany, which hasn’t exited since 1990. Some of those marks lingered a few years after reunification, but that should give you a general ideal.

Are 26mm rings readily available? can you cheat and use 1"?

That’s what is the deterrent for me as well.

You can use 30mm rings with derlin spacers to mate with the 26mm scope. I have done it in the past with good results. Be sure to use low rings, as the spacers give it more height.

Talley makes 26mm rings in their vertically split 'Signature' line. You might have to call to get them.

I have a small supply of NOS vintage 26mm rings from the last time I went through this with a vintage Swarovski.

Some 1' rings can be reamed from 1' (25.4mm) to 26mm with an adjustable reamer.

Decided to keep it and put on a shotgun. Thanks for interest.
