My brother has two side-by-side shotguns he would like to have chokes opened up from mod/full to either skeet 1/skeet 2 or IC / mod. Any recommendations for a gunsmith to open up the chokes? Estimated cost to open up the chokes? He does not want choke tubes.

He lives in NY. Guns are : 20 gauge Savage Fox BSE sn 12 gauge "Rubust" ( French).

The conventional wisdom on the SGW forums would be either Mike Orlen or Briley. Mike is cheaper and closer (Maine). He does not have a website, but this is the latest price sheet I could find. Also a thread on opening up a choke on a SxS that seems relevant to what you are wanting to do:
