Because the guys that have them hang onto them, and keep 'em under the bed or behind the truck seat. There never were that many made, I believe--by the time they came out, the standard "riot gun" was a pump. And the Cowboy Action craze wasn't even beginning.

I don't know if any LEAs adopted the 311R, but sure would like to find out.
NYPD used them in their stake out squad along with Ithaca Pumps.
I first fell in love with these at a sears robuck store (can you believe that !) but I was just a kid and dad felt the 12ga would
Be too much for me. 30+years later I did find one and grabbed it. I need a few more for my children.
The stoegers don't even come close to the quality!
I have a 311h in 410 can anyone tell what its worth..in average con. thanks Ozzie
The majority of the 311s used by the Jim Cirillo and the Stakeout Squad were 20ga, if I remember correctly. These shotguns were also used by the Detectives Bureau, and narcotics well into the 80s.

Interesting to know that Stevens doubles finally made it into the LEA world. Although I've seen a few of the old "humpbacked" Stevens 520 pump riot guns in police use, back in the 1950s and '60s, mainly in small, poor departments that kept their weapons for decades. And more than a few 77s even later.
