How about a Vortex Crossfire II 6-18x44 AO - V-Plex #CF2-31031 reduced to only $139.99?
Sightron S1H 4-12x40AO are usually priced under $150.

I have several in service on rifles ranging from 17HM2 to 260.
Doug at Camera Land has a special on Minox ZV3s. 2 with 50mm objectives, 1 with 40mm.

I have a Redfield Revenge 3-9x42 that I love. I'm not sure if it's under $150 though. It's close.
Redfield Revolution $136 on Amazon.
I just got one of these Leupolds from Cabelas. Best scope deal going for $150. bucks

I might look at the swfa sample list . Nikon buckmaster. 4-12x40. $99. Redfield and weavers available too.
A 4-12X40 from most any reputable manufacturer will cost $100 more than a similar quality 3-9X40 scope from the same manufacturer. All of the scope manufacturers give you the most scope for the dollar at 3-9X40. There is nothing in a 3-9X40 selling for $150 that I'd bring home, certainly not anything with more magnification. But there are several priced at or near $200 that I'd not feel the least bit handicapped using.

I have a friend with poor vision. He kept trying to buy budget scopes with more and more X's in an effort to be able to see the target. He ended up trading into a rifle with a 3-9X40 VX-2 on it and finally saw the light, literally. He bought one the Zeiss Conquest 3-9X40's when they they were selling at $250 and says he can see the target far better than the el cheapo 14X and 16X scopes he had been using.

Add $50 to your budget and buy a VX-1, Burris FF-II or Redfield Revolution in 3-9X40 and you find out you don't need more X's.

If I wanted a cheap scope, I would look at less range. With the idea it cost many to have range, and it most likely will be poor. They are only going to put so much quality and money into making it. I would look at 2x7 or 3x9, not 4-14, or such.

I was going to suggest a Minox 3-9 that Doug has on sale for under $100 but above a 3-9, I'd sell a Tasco World Class 4-16 AO for $50, great shape, I don't need it.

Do you believe when a company is making something cheap, the quality from them will be the same for 2-7 and 4x12? Do you believe it costs as much to make a 2-7 and 4x12?
Any Nikon, redfield revolution, Burris will do you just fine. As mentioned don't go over 12 power. Unless you bump up your budget.
I'm not a fan of entry level vortex as I feel nikon is better at that price point.
The minox is nIce. But it's bdc is ok at best.
