I there any rangefinder that works in rain and fog? I have had vortex and leupold and they did not work in fog.

My Leica and Zeiss don´t, either.

My consoltaion is that if there is fog and/or heavy rain and I can see it with my eyes, then it can´t be too far and with my regular zero of two inches high, I should be able to hit it.

My Zeiss has worked for me in light rain before. Never tried it in a downpour.
