I used a few Bushnell and Simmons budget scopes when I was younger, had a family to feed, and money was tight.
I can't recall ever not being able to pick out the target due to the background which sounds more like an eyesight problem or poor scope fit.
OP knows what he can afford and there are plenty of options that will serve him well.
I have and can afford nicer optics nowadays but I still have a $69 4x Simmons on a rifle because it works fine.
I've got 7 Simmons scopes from the early 1980's still in use after nearly 40 years. 5 are the Model 1040, 2-7x32, and 2 are the Model 1053, 1.5-4.5x32. All 7 scope have been mounted, dismounted, and swapped around between at least a dozen rifles during that time. 4 of the 1040s are still in use on a Mossberg 640, a Savage 65, and a pair of Savage 24s. The 1053s are mounted on a pair of Mossberg 479 lever action 30-30s, 1 that I leave with my Colorado cache and 1 that I leave with my New Hampshire cache. They aren't first tier scopes, but they have always worked as intended.
