Mayor John Cooper released a statement on Friday in which he said there were "serious questions about the constitutionality of the proposed charter amendment."

John Cooper is "Mini-Me" to his brother Jim, who has been stinking up the halls of the US Congress for years. Run the two of them together at 100 MPH and they'd splatter like runny cow schidt on a flat rock!
