Yes, pretty common knowledge there are guys running multiple screen names from the same IP address
Yes Rick could EASILY ferret them out. Every other forum I’ve been on does so, and bans anyone caught doing it. There’s no legitimate reason for doing it.

Last logged IP is a buffet item that *most* admins with moderator jewelry have.

Take an ass hole, note their IP, drop into a spread sheet or an sql, search for dupes

Some may be using tunnels, dynamic IPs, or proxy servers

Which I doubt many are that smart. Your average turquoise wearing super sleuther on here hasn’t impressed me

I used to use Hide My Ass.com VPN proxy with 256 bit AES encryption back during the great sock puppet wars.

I've only had a few dot Indian scam calls. One I told that he sounded just like Apu from the Simpsons. Then I asked him to rate my indian accent and gave him a 20 second speech. He called me some bad words and hung up. I wonder if that call was recorded for quality purposes?
