The Constitution does not allow our military to be used against the citizens under any circumstance. On the other hand it does allow the Military to step in to subvert an out of control government. So if it's Civil War then what are the government officials going to do for food and lodging? They can't stay cooped up in the Castle forever. Just asking for a friend.

In Russia equivalent force is called Felix Dzerzhinsky Division of National Guard under the Ministry of the Interior. The term National Guard is used because it sounds more benign to the natives. The Dzerzhinsky Division is there because not all military units or their commanders can be trusted.
