The New President nominates his/her replacement, the Senate confirms or denies.

The best the Senate could do is deny confirmation, they cannot appoint a replacement.

There's a hole in the progression at #7. The 25th amendment requires that the president nominate a VP and it takes both houses to approve it. No way would Harris nominate Trump.

Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.
