Prosecuting them criminally (which is the governments SOLE responsibility) would involve using those evil policemen and mean prosecutors and they might end up in a racist prison,,,,can't have that. So, we have to shift the narrative and make it appear that we are doing something that we know will be completely ineffective and useless. Can you imagine just trying to serve a gang member with the initial summons? A civil suit would never see the inside of a courtroom.

IMO, homicides involving firearms should carry a mandatory capital punishment sentence and the sentence should be carried out via hanging in a controlled venue that would be open to the public. Capital punishment is the only way that is 100% sure to prevent recidivism and violent criminals are likely to still be violent if/when they are released.
Look at the pardons and clemency that Andrew Cuomo gave out before he left office. Conviced killers and swindlers back on the streets despite having been tried and convicted in a court of law. Too much power in the hands of a person who, once he/she leaves office, will no longer be accountable to the citizens who electred him/her.

How does this work? You are suing an entity that is not incorporated in any sense of the word. It has no membership roster or written records. It deals in cash only. Has no assets as a group and for that matter the individuals have no assets to attach. And no one will give any information. It is a loose group of associates that any one member cannot be held responsible for the misdeeds of another.
