These used to work well when you couldn't disable the optical illusion.

Me too. I made sure to answer before looking at anyone else's answer.
So why do some people see that and some see the other?
I saw the repeats at the extremes, too, but didn't think we were supposed to include them. I assumed that was just a blurry, enlarged, version of what's in the circle, used as a backdrop.
So what does it all mean?
Look at the background for verification that the 3 and the 9 are at either end

So what does it all mean?
The "camouflage pattern" is best right at the edges of the circle

I switched from my small laptop screen to my larger monitor and see 3452839 instead of 15283
So what does it all mean?
It all means, that if you see all 7 digits right away it you have a short thin pecker, if you only see 3 or less you're hung like a a horse.
