CA has had a ban on hunting with lead ammo for years. The used lead poisoning in condors as an excuse. Now that people aren’t hunting with lead you think that they would study this issue again and cancel the lead ban if the lead in condor blood hasn’t changed.

I didn't shoot the deer cause I was hunting it sir, I shot it in self defense. It charged me and those were self defense rounds. Since it was dead I figured I'd just put my tag on it, rather than shoot another one with these here all copper bullets.....

For now, that's not an issue as you're likely talking about private land.
For now, the rule they're trying to pass is for National Wildlife Refuges. As 1minute noted, the rule has been in effect for them for years for waterfowl. But not for upland birds or game animals. The majority of refuges are primarily waterfowl hunting only.
When/if the feds try to outlaw ammunition containing lead on ALL fed lands, then it will be a real issue. As others have pointed out, nose under the tent thing.
Perhaps, someday in the future, they will attempt at banning it on private lands also. Maybe under the claim that the game and non game animals belong to the People (except perhaps high fence operations).
