The Russians are not targeting the civilian infrastructure like Americans do. Power is on in Kyiv because the Russians allow it to be on just like in most Ukrainian cities. People can make phone calls and up until the Ukrainian Nazis government made it a crime to criticize the government the people could upload videos of what was happening. Russia has plenty of hypersonic missiles that can take out anything anywhere the Russians choose. Fixed power stations are sitting ducks. Russia wants a thriving Ukraine that is in Russian political orbit. Destroying the Ukraine doesn’t help achieve that goal.
