Haiti has been a cesspool since they threw out the French in the late 1700's. It wasn't good while the French ruled it, either. Napolean tried to take it back but failed. It's been nothing but a long line of black dictators ever since culminating with the Duvaliers in the mid-1900's. Between them, they formed the most repressive dictatorships in recent history.
The US occupied it for a few years after WWI but crime and repression ran wild then, too. The US did nothing to try to get it under control.

My middle son is LEO and has gone on 7 mission trips there with his church. Last trip was 5, 6 years ago. Gas stations have guards with shotguns. Who has claimed responsibility for the attacks? Jimmy ‘Barbecue’ Cherizier, a former elite police officer who now runs a gang federation, has been leading the ongoing unrest.

Who is Jimmy ‘Barbecue’ Cherizier?
Cherizier is the leader of the infamous ‘G9 and Family’ gang and has vowed to fight until Prime Minister Ariel Henry resigns. “I am ready to make an alliance with the devil, ready to sleep in the same bed as the devil,” Cherizier told his supporters last week.

It is believed that the 47-year-old was given the nickname Barbeque because he sets many of his victims on fire.

During an interview with the New Yorker, Cherizier had likened himself to Martin Luther King, Jr. He was a member of the Haitian national police but was expelled from the force in 2018.
