The duty component of the Jefferson qoute you give is the most neglected issue in this discussion. The debate centers only on the right, but as Jefferson points out we all have a certain duty to be prepared to defend ourselves and aid the good people around us. Those not too infirm or young to do so that shirk this duty are simply bad citizens and neighbors.
