Missoula is a liberal arts college town and a really screwed up city because of it. When the wind blows from the south, I can almost smell the hippy stank 120 miles North.

I'll add that the proposed law would be illegal under state law.

As far as I read, before needng to go to bed, that seems to be a well thought-out, and written, article. I'll finish it later.
