A student at Washington State University (WSU) put together a map by district that depicts "out-performance". The blue areas are where Hilary out performed Obama compared to the 2012 election. Red areas are where Trump out performed Romney compared to 2012. The percentage of out performance is indicated by the darkness of the color. The big thing that jumps right out for me is the rust belt area.

In other words, it's a map showing where the enemy lives.
I'd say it's a map of depressed manufacturing areas, hoping for changes that will increase employment and thriving business from years past....but those days are over, the cities are so depressed and racked with violence no new companies are coming.

That looks like an accurate observation, and the desperation of our posters back it up.
Why would big business put in a facility in high tax, high crime, low skill areas?

I wouldn't.

There are too many good places that welcome the industry.
Look at the Houston area.
Blue.

Biting the hand that feeds them.
Look at Washington and Oregon.

Progress.
Hillary can be happy she didn't have to run against a Mormon in Utah. Beyond that, not so much.

Rust belt is not only depressed do to loss of manufacturing jobs but also having a terrible herione problem.
What is with the area that I assume is the Great Basin? Map scale makes it hard to tell exactly. miles

If you're looking at what I commented on, I think that's basically Utah and southern Idaho, showing Mormons liked Trump a lot less than they liked Romney. Go figure.
Kinda what I thought, but unsure why it is not solid red. miles

A group of Mormons ran Evan McMullin. It was mainly to split the R vote in hopes that Hillary might win since he had no chance. He did pull a lot of Mormon votes but not enough to give it to Hillary. It skewed the results, though, which is why the map colors aren't really accurate. Most Mormons vote red so this never made much sense to me.

Yeah, that surprised me. But then I thought about it and it could be more Hilary under performance than Trump over performance there. If you have a region on this map with a bunch of Bernie idiots that hated Hilary for stealing their socialist dream, you would see a lack of blue as well.
The USA badly needs the rust belt to revitalize.

Romney had 740,000 votes, Obama had 250,000


Trump had 515,000, Hillary had 310,000

So, while it doesn't make Utah a BLUE state, it is more BLUE in 2016 than 2012 and less RED.

Perhaps the job losses caused individuals to become depressed, and hence the heroine and opiod problems?
In Utah, the Mormon candidate Evan McMullin pulled 243k votes that would have gone mostly to Trump. That would put Trump at about 750k, more than Romney. McMullin was only on the ballot in a few states. If he'd won them all, he'd have still been far short of 270 EC votes. He was there as a spoiler to pull votes from Trump in favor of Hillary, no other reason. It's hard to believe that 243k Utah voters were dumb enough to fall for it but there it is.
