It's made to grab and twist something. The more you twist, the harder it grabs, with those progressive slots and teeth.

I think the angled slots allow for the "stars/blades" to travel in/out as the deal is twisted???

I thought maybe a christmas tree stand. If you look at the bottom there's spots to insert three legs. Maybe???

I'm thinking some type of old and gimmicky device for picking pecans or something high up. Looks like a pole or a handle was attached to it. Not a very big basket or container to it though. Scratching my head..

It looks like it's meant to work like a ratchet for some purpose. Whatever kind of shaft it fits on, when the handle is rotated clockwise, the teeth tighten up on the shaft to turn it (or maybe grip it to stop it from turning). When the handle is rotated counter-clockwise the teeth release it. Maybe a brake of some sort?

Maybe you're right, but the handle going upwards? With a funnel for watering? Looks like a very small stand for a tree. Think about how you find xmas tree stands in every thrift store, fleamarket, yard sale etc. Forgotten and unused for the most part. So maybe. Leaves questions about the property too.

It's obvious that the slots are cams for moving the teeth to either tighten or loosen. I'm at a total loss as to what its exact purpose is, but it seems obvious that it locks a shaft to prevent rotation when the handle is moved one direction and releases the shaft allowing rotation when moved the opposite direction. It has to be for something that moves at low speed also. Beyond that, I'm at a total loss.
