I read someplace that he changed from an administrative inquiry to an honesty’s Criminal Investigation because FBI Director Wray was refusing to cooperate with the DOJ “inquiry “.

He had to change the statues to “Criminal Investigation” in order to force Wray to cooperate, his failure to do so could then be considered Obstruction of Justice a criminal offense.

Once Barr and Durham switched to a criminal investigation the DemonRats became fully aware that their entire party was going to be exposed. The Impeachment is now meant to buffer the Barr and Durham investigation and to provide cover for those that engaged in a coup against a lawfully elected President.
