He reads "trump is an enormous douch" and then says(his words) under his breath but loud enough for the mike to pick it up (A lot of people believe that) as he turns over the page.

Also note that he never said anything about "punishment".

All he said was "we need to fix this....", "...and the way to fix this is to listen to Mr Horowitz ..."

He made it clear that Congress should be more concerned with "Fixing" the FISA Court so it won't happen again, then punishing those that abused the FISA court.

Psssst, a little secret there Lisa, Punishment is a damn good deterrent, talk and more talk, not so much.
