Same thing happened here in KC about 10 years ago. Perp was a strung out drug addict. He had been arrested 10 in the previous two years. Last time he got out of jail he snatched money from another dudes hands while still in sight of the jail. Cops chased him down. Judge gave him probation (jail was probably full). He was on that probation when he killed the 7-Eleven clerk.
This guy will probably have a similar profile.

story says his intent was to rob the place. How do they know that was his intent?
Maybe his intent was to murder someone; the robbery was just something that occurred to him at some point.
Whittier to me is Alaska, but of course, no 7/11 there and few black folks.
