If the Minneapolis PD still allows and trains for choke holds, yes.

But I suspect the narrative is just feel good bullschit.
Years ago when the Los Angeles Police Dept. banned the bar arm choke hold, a saying developed there which was "If you can't choke 'em, smoke 'em."

And that happened.

Funny, the retired bleck Police detective who is a frequent Fox contributor just said on Bill Hemmer he was ok with them outlawing the choke but cutting the police dept was throwing the baby out with the bath water.
