I have the smaller Delta 25 (same basic design) and that doesn't have a frame so I presume the 35 doesn't either.
Be aware that there are now two "Karrimor" involved in outdoor gear here in the UK. "Karrimor" is focused on the general outdoor market and covers everything from the cheap end up to decent quality items.
"Karrimor SF" is a "spin off" company now run separately and markets more for the Military and Police. Personally I think the quality of their kit is higher than the civilian brand, and they will also do bespoke work as well..

This duplicates the functionality of the British Army Issue PLCE bergan and webbing, and to be honest I am not too sure how useful it would really be to a civillian.
The basic pack costs around $180 over here, and again should be a kit cheaper if sent to the US as VAT (20%) should be knocked off..
