Anybody make this beast. I need to move a scope back toward the butt stock to clear the bell on my scope. The alternative is a straight scope with only an ocular bell.

BKL makes some. You can buy them as a set of one offset/one regular, OR the offset rings individually. Pyramyd Air carries them, although there are others, Pyramyd is the company I'm familiar with (via airgun shooting).

If you would consider using the B-Square Weaver-style adapters, you could use Weaver, or Weaver-style, extension rings.
