Not sure which specific Winchester ammo that is, but I haven't had great luck shooting any of the modern Winchester rimfire ammo.
The best "cheap" ammo I know of is Aguila super extra standard velocity. Consistent, reliable and accurate like CCI SV. Smells funny though (Eley primed)
The high velocity stuff seems pretty good too but I haven't shot it much. You should be able to find either online for $20/brick or less.

Agree on Aguila too except I’ve only shot HV and no standard. Had never heard of let alone seen any until the Rimfire recession. It started slowly being the easiest for me to get so I bought a goodly bit of it. Along with CCI Blazers and MiniMags, Aguila is in my rotation. How’s Federal Champion 510 now? It used to be good to me but haven’t bought any recently. I’ve got some new lots of AutoMatch but I hear it ain’t what it used to be either.
I shoot mostly HV Rimfire so my ranking goes like this (favorite to least):
1. CCI - Blazers plinking/targets and MiniMags hunting/vermin (if given a choice but use both interchangeably)
2. CCI Standard Velocity - Targets
3. Aguila Super Extra copper plated hv solid
4. Wolf MT (old stock for max accuracy)
5. Federal 510 (old stock; interchangeable with Blazers)
6. Federal AutoMatch
7. Remington Golden Bullets
8. Winchester anything
I’ve got some Aguila 38 gr hp ordered so we will see. I’ve still got some American Eagle too; never cared for the 40 gr solid but 38 gr hp is pretty good. As a rule, if given a choice, I stay away from bulk packs of anything other than AutoMatch and I’m not sure it’s as good as it once was.
